Co-decision procedure

The Amsterdam Treaty increased the European Parliament's responsibilities by making the co-decision procedure more or less the general rule. If the Council and Parliament cannot agree, a special Conciliation Committee is formed. Even if a joint text is agreed by the Committee, Parliament may still reject the proposed act by an absolute majority of its members.
